If we have two managers in a project, one functional Manager and one Project Manager, who will have more authority on the Resource selection, daily deliverables etc.,

It depends on the organizational structure of the enterprise.

If the organizational structure is functional, the functional manager will have more authority.

In a weak matrix, also functional manager has high authority, in the balanced matrix, both project manager and functional manager share responsibilities (for example both manage budget), in the strong matrix, a project manager has an authority moderate to high and controls the budget, and finally in projectized organizational structures project manager has high to almost total authority.
