It depends on the organizational structure of the enterprise.

If the organizational structure is functional, the functional manager will have more authority.

In a weak matrix, also functional manager has high authority, in the balanced matrix, both project manager and functional manager share responsibilities (for example both manage budget), in the strong matrix, a project manager has an authority moderate to high and controls the budget, and finally in projectized organizational structures project manager has high to almost total authority.
