Is it possible to create a hyperledger fabric network where the peerss are from different platforms? Like, 1 peer from IBM Bluemix and 1 from AWS and so on? How would they communicate with each other?

Yes, it is possible. Peers from different platforms can exist and communicate with each other in the same hyperledger fabric network if the docker container and other servers are properly configured to communicate with each other. You can going through https://hyperledger-fabric.readthedocs.io/en/release-1.2/build_network.html and replace the host names according to your requirement. You also have to configure the firewall and docker network according.
