Kubernetes breaks after OOM

Question

I'm trying to deploy kubernetes after oom in master node, it works perfectly fine. But Kubernetes did not deploy a new process that was created after OOM happened. 

Why is this happening?

It seems the problem wasn't caused by OOM. It was caused by kube-controller regardless to was OOM happen or not.

If you restart kube-controller Kubernetes begins process deployments and pods normally.
