Unable to create BlueMix DevOps services account

I am trying to create a devops account acoording to the guide:

If you have not already created a Bluemix DevOps Services account, go to https://hub.jazz.net to create one and link it to your Bluemix ID.

The "hub.jazz.net" page suggests I need to register to BlueMix first, But when I click on register Button I am redirected to BlueMix login. I am unable to create the DevOps account.

Jazzhub is shut now. try https://console.bluemix.net/devops/getting-started. It's called Toolchains
