Can an ML model be recreated or retrained

Once I've trained my model, can I retrain it? Can I make modifications to it? Also, when do I know that my model needs retraining?

Of course, your model is retrainable, in fact, its a good practice to retrain your model from time to time as the data is dynamic in nature. You retrain the model then when it stops giving you accurate predicted outputs.
