Android Set Lock Screen Wallpaper

I only have API 23; according to Android Developers, I need API > 24 to set the locked screen wallpaper.

However, my lock screen wallpaper was set by both the Photos and Pandora applications.

Who can assist me with one of the following?

  1. Make the lockscreen Pandora-style?
  2. To set the lockscreen, why not send an intent to the photographs app?
