Do I need to create a new validating peer once a new user join my network.?

I m using hyperledger for one of my projects. The asset in my project are the keys that can encrypt/decrypt the files. And those keys are stored in my ledger. Every creator keep their own ledger. Ledgers are synchronized between the creator peers.

Should I create a new validating peer once a new creator/user join my blockchain network.

Hyperledger has evolved a lot. The updated v1.0.0 now supports adding of peers, organizations, users etc. Also, there is an added important feature of channels which permit the maintenance of independent ledgers. Hence, the artist could maintain their own ledger and the keys would be inaccesible to other users.
