Creating an unique export data VBA Macro Function in Excel

I was wondering if someone on this site might be able to offer insight in constructing a VBA function to perform the hard work because I've been given an existing spreadsheet with quite a bit of information to process.

My problem is that a lot of the data must be kept in its original format, even though it is necessary for our analytics that the data be transferred to the format displayed in the second image below.

Exists a function that iterates over all of the X headers, returns the value associated with the corresponding Y header, and then repeats this process for all possible combinations.

Any help on this would be much appreciated! The origin data is constantly evolving so it will turn into a never-ending copy-paste exercise for me if I can't find a solution.

Unfortunately, the tables will vary in size. There is no need for headings in the output sheet. I think you are trying to delineate that you would prefer the data in different columns.
