Attach EBS Volume from one region to an instance on another region

I've recently started learning AWS. If I have an instance in region A, can I attach a volume from region B to it? Or do I have to attach volumes that are available in region A itself?

No @Nik, you cannot do this. The EBS Volume and the instance have to be in the same availability zone. Using S3 bucket from another region is allowed but not ELB Volume.
