How do I Migrate an EC2 instance from one account to another? Is it even possible?

Create an AMI with all the services, specifications and configurations. Share the AMI with the target account, look for your AMI in the target account and launch a new instance with that AMI.
Make sure the IP is not static otherwise you will face connectivity issues.

You can use AWS CLI to move EC2 Instances to another AWS account. The whole process is a little bit complicated and involves up to 16 steps if you want to clone security groups, tag the instances and delete temporary AMIs.
