Unable to connect to putty and winscp

while connecting to the EC2 instance using putty, it throws an error showing CONNECTION REFUSED. Even though I tried restarting the instance but the error occurs again.

Please help me connect to the instance using putty.

Check if the FTP ports are enabled by the inbound group rules for the machine you are trying to access and also check if the EC2 machine has a firewall blocking the connection that is allowed by the inbound security policy.
