What are the ways for Project managers to boost the skills of team?

Here are some of my ideas: 

• 1:1 coaching of team members targeted to close skill gaps of individuals 
• team training to level up skills for the whole team 
• select team members based on willingness and ability to learn 
• compose the team so that cross-fertilization is encouraged (e.g. build pairs with different background and attitudes) 
• establish individual targets based on self-development, measured by increased value to the team 
• encourage team-external networking (visit congresses, mentorships, association membership)
