Conditional Formatting not applying to all the cells in a given range

My conditional formatting in Excel Online is not being applied to the specified cell range, which is a problem.

Although I've attempted to use absolute cell ranges, for some reason Excel Online keeps reverting to relative values.

Use the following instead as the Formula:

=$P5=75%

I hope this helps you.
