I need to upload a website on Compute Engine Instance and then share the name servers of my Compute Engine Instance.  So where can I get the name servers of my instance over compute engine?

The name server provided is private and can't be used for sharing purposes, intra-project instances can be connected.

You'll need an external nameserver and one or more static IP addresses for your instances if you want your instances to be available via public internet DNS nameservers.
