The minimum provisioned throughput that a user can request is 1 write capacity unit and 1 read capacity unit for both auto scaling and manual throughput provisioning. Generally you in free tier are given a read/write capacity of 25 units. The free tier applies at account level and not table level. Hope you got your answer.
