As a fresher you can apply for the job but again this job is mostly for experience holders. Companies look for a professional who can take care for the issues in less amount of time, this is possible only when you have an experience on working on Azure.

What if i have worked on projects related to Azure? For my college project, i worked on Azure and IoT. Will that help in clearing interviews?

No, this job is not for freshers and people with relevant 3+ years of experience can apply for the job of Azure Developer. Basically you will need to have genuine experience of the work you are supposed to do as a Developer.
