Is Azure DevOps a PaaS or IaaS

Can Azure DevOps be classified as a Platform or as a Service? As it's a cloud it can be categorized into IaaS but it eliminates the middleware/OS in the pipeline.  Actually, where does it go in the cloud services area? IaaS/SAAS?

Azure DevOps is SaaS for end users. From Microsoft's point of view, they may use a combination of IaaS & PaaS solutions for this platform.
