Can we assign Azure Blueprint to a resource or a resource group

Using Azure Blueprints, we can assign Roles, Policies, ARM templates, and Resource groups to users during deployments at the organization's scope or to one or more subscriptions. But can we do the opposite? Can a VNET or VM be allocated to connect with another user using Azure Blueprints? My management has raised the issue of deployment. We are currently looking for an answer.

Only one management group or subscription can be given to each Published Version of an Azure Blueprint.
