In Hyperledger fabric, how does committer validate the transaction?

I was going through the Hyperledger Fabric v.0.1 docs and i came across endorsing peers and committers. I understood how the endorsing help the fabric but i was not clear about what mechanisms committters uses

Endorsing and committing are just two functions of a peer. A peer can be an endorsing peer or committer or both. The committer have to perform a series of checks to find out whether they have got the promised results and then the consensus process. If the endorsement policy is passed then the committer will commit the transaction.
