predefined roles for a user

how can predefined roles like billing or payment be application for applications which dont offer such kind of services....

can general/predefined roles like billing or payment be further configured or enhances as per the application need for an user. if so how.

Are you referring to the billing model of applications like Azure DevOps? If so, It is configured separately.
