Is it possible for Chainlink to come off Ethereum and go onto another platform lke NEO or Stellar Or would it require the entire blockchain be rebuilt onto the new platform

I'm just trying to understand this whole blockchain thing. I just thought what would happen if you wanted to switch blockchains... i met not be articulating this well, but hopefully someone will get me.
