How to prevent an application from publishing to a topic

I know, we can connect to an application and subscribe/publish to any topic through an API Key/Token combination. I want to prevent an application from publishing to a topic. So, how can I enable read-only-access in an application?

Devices and applications operate in a topic space which is scoped within a single organization. To isolate topics in order to prohibit access of data from one organization by another, the IoT Foundation uses the org ID.
