Cloud Migration engineer requires experience on different AWS Services. To have those experience for a fresher is almost impossible and then migration is a very big deal for companies because they can not afford to let their architecture go down for even a minute. That is why freshers are not really appreciated for such jobs and also people with 3+ years are entertained.
