Why are you not able to declare a class as static in Java?

Declare your class like this:

public class eOAuth {

    private eOAuth(){}

    public final static int    ECodeOauthInvalidGrant = 0x1;
    public final static int    ECodeOauthUnknown       = 0x10;
    public static GetSomeStuff(){}

}

and you can used without initialization:

if (value == eOAuth.ECodeOauthInvalidGrant)
    eOAuth.GetSomeStuff();

A static keyword  can be used with a class, method or variable in Java and anything static belongs to the class, which means a static method can be accessed and called just by using class name .
There's no need of static class to define a utility class. For example, the class Math in java is full of static methods, but the class itself is not static.
