Batch generate merged jpg from excel data sheet

Question

I'm trying to find a quick way to produce and store photos in bulk based on a list of numbers.

For instance :

• I have 5 images (same size and resolution) named 1.jpg, 2.jpg, 3.jpg, 4.jpg, and 5.jpg respectively
• I have a CSV file with numbers in cells like 1523 5425 3211 etc.
• So for 1523 I need pictures 1.jpg 5.jpg 2.jpg and 3.jpg to be put side by side in that order and saved automatically (best scenario with the name 1523.jpg)

There will be approximately 50 images, but there may be a million different "numbers" from which to create pictures.

I looked for other options, but I feel helpless in this situation because I need the final "merged".jpg output.
