Handling of non breaking space p nbsp p vs p p

A non-breaking space, or  , denotes a blank gap where there is no line break.

I'll use

<p>&nbsp;</p>

There is a void between these two sentences (bigger break). I'll use

<p> </p>


Just one new line separates the two passages (no break). Why?
