Create a bucket without being able to view a bucket s metadata

I want to give a user permission such that he is able to create a bucket without capable of listing the objects or viewing the metadata.

How can I do this?

Yes. Although ACLs do not allow this, IAM permissions make this possible. 

To do so, simply give a user the roles/storage.objectCreator role on the desired bucket.
