First, reboot the system. And after reboot, open the terminal and run the below commands: 

sudo service hadoop-master restart
cd /usr/lib/spark-2.1.1-bin-hadoop2.7/
cd sbin
./start-all.sh

Now start a new terminal and start the spark-shell.
