Re-use of Elastic IP

The elastic IP are limited in count and I read in an article from AWS that it is reused. Is it true? If true then how long does it take to use a same elastic IP again? Can someone help me regarding this?

Elastic IP is a scarce service. AWS want their customers to use it wisely and they re-use the IP addresses when once detached. After detaching it take maximum of 10-15 min to clear all the data attached to it and then make it usable again. This way AWS makes the elastic IP reusable again.
