How is discovery phase important for migration

I was reading about phases of migration and could not relate with the importance of Discovery Phase for AWS Migration. Can someone help me with this?

In the discovery phase, you figure out the applications or services that you want to move to cloud platform. Migrating entire business is not a good practice and also not recommended. Hence the discovery phase is really very important for Migration.
