How to make in CSS an overlay over an image

I want to add this dark hue, some text, and a symbol to an image when I hover over it.

I'm stranded here. I discovered some lessons, however they were inapplicable in this situation. The fact that each image has a distinct height is a further problem. The breadth remains constant.
