How to make div background color transparent in CSS

I'm not using CSS3. So I can't use opacity or filter attributes. Without using these attributes how can I make the background-color transparent of a div?

To begin, we will build a div> element (class="background") with a background image and a border. Then, within the first div>, we add another div> (class="transbox"). The div class="transbox"> has a border and a background colour - the div is translucent.
