CSS Creating textured backgrounds

I'm currently having trouble choosing a fast-loading image background for my website.

I've tried using data url pictures and even optimised images, but the page still takes too long to load because the background image is still quite large.

Is it feasible to make a textured background colour with CSS?

If feasible, try dividing the image into smaller pieces that may be repeated.

CSS:

body{
  background-image: url(SO_texture_bg.jpg);
  background-repeat:repeat;
}

However, in some circumstances, we would be unable to reduce the image size. In that situation, I'd utilize the entire image.
