Difference between Azure CLI and PowerShell

I understand that Azure CLI is used for cross-platform support. Is there, however, a difference for Windows users? Is there any repercussions to running a CLI command in PowerShell?

The Azure CLI comes with an installer that allows you to run its commands in any of the four shell environments. Azure PowerShell is a collection of cmdlets packaged as a PowerShell module called Az, rather as a standalone programme. The Az module needs be installed using Windows PowerShell or PowerShell.
