What is the best practice of writing TestsNG Rules? How can one write the rules in the best possible way?

There is no such best way but yes there is a specific way of doing this.

1. Prepare the test case logic

2. Insert TestNG annotations in the test code.

3. Add class name and method names in testing.xml file.

4 Run TestNG.
