How can we decrypt a transaction payload when confidentiality is on

When confidentiality is turned on, the transaction payload is encrypted. How can a payload transaction be decrypted when confidentiality is turned on?

You can try the following:

you can only ecrypt the transaction if you have the kay pair of who sent the transaction cince it is confidential. if you're the user that sent the transaction then you can retrieve the ECert and TCert. You can decrypt the transaction's payload using the certificate.
