RDP is not connecting on my window

Hi, I'm having difficulty in connecting my RDP to my window
[18:52]
Information given
1.. Remote access to server is not enabled
2.. the remote computer is turned off
3..the remote computer is not available on the network
[18:54]
I have make couple of research
[18:55]
Right now am trying to check my inbound rule if they're enabled
