when I try to open an HTML file through http localhost xampp htdocs index html it says unable to connect to localhost

When I try to open the index.html file at http://localhost/xampp/htdocs/index.html in my browser, it says I am unable to connect to localhost. I have installed XAMPP.

 

What is the issue?
