Excel Middle mouse button click not scrolling

Question

I have a workbook that will not let me glide around by clicking and holding the middle mouse button.

I've seen a lot of answers and help around basic scrolling with the mouse, but that's working fine in this case. It's when I hold down the button, nothing happens. It works on other spreadsheets I have open at the same time so the problem must be specifically with that workbook.

I seem to remember having the same trouble long ago with a single sheet in a book.

Any ideas? The workbook does have a lot of VBA, but I've been unable to detect any part which would affect this. Could there be something buried in that?

Workbook and Protected Sheet
If the sheets are protected and aren't working as they should, please unprotect the sheet and workbook using Review>Protect/Unprotect sheet /workbook.

Defrost the Panes
When a user creates the freeze option incorrectly, the height of the rows is incorrectly changed, and we are unable to scroll properly. We may verify this by unfreezing the panes in the following manner:

In most circumstances, users are unable to scroll down Excel spreadsheets due to frozen panes. Select the View tab in Excel to unfreeze panes.
Freeze Panes is activated by pressing the Freeze Panes button.
Then choose Unfreeze Panes from the menu. After that, see if you can scroll down the spreadsheet.
